Abstract

Roads are the vital arteries of all countries for which providing the right conditions is one of the main criteria for development and progress. These arteries must be constantly in standard conditions in terms of serviceability and provide safe and comfortable conditions for users of these facilities. One of the key goals of the organizations involved in road construction and management is to delay the occurrence of distresses and increase the useful life of the road network through maintenance operations. This goal is achieved by optimizing maintenance and rehabilitation (M&R) planning at the network and project levels. In study, a method for selecting the optimal M&R option for freeway pavement sections in each time period is presented. The prediction models of pavement IRI and PCI are presented. Also, one-year and multi-year M&R program of pavement is presented based on these prediction models. Finally, maintenance plans are provided in the presence of budget constraints that will reduce maintenance costs and maintain optimal pavement conditions during the years of operation.
